SEATTLE (Scrap Monster): The European Union (EU) has officially introduced a new steel trade framework effective from July 1, 2026, introducing stricter import controls in replacement of its earlier safeguard system.
The Brussels-based European Steel Association (Eurofer) has welcomed the move. The trade body described it as a major step toward protecting Europe's steel industry from the effects of global excess production.
Under the updated rules, tariff-free import quotas have been reduced, while duties on steel imported beyond those limits have increased. The framework also proposes tighter monitoring measures to prevent companies from bypassing trade rules.

Eurofer Director General Axel Eggert said the policy gives European steelmakers an opportunity to recover production that has been following a downward trend over the past few years. He underlined the importance of maintaining domestic steel output, saying that it is crucial for the region’s industrial growth and economic security.
Despite the tougher measures, Eurofer noted that the EU will continue allowing 18.3 million metric tons of steel imports each year without tariffs.
Looking ahead, Eurofer urged the EU to focus on lowering industrial energy costs, boosting investment in low-carbon steel production and extending trade protection measures to include steel-containing manufactured goods.
