VinMetal Plans Huge Volumes of Steel Scrap Imports for Proposed Steel Plant

SEATTLE (Scrap Monster): VinMetal Production and Trading JSC plans to import around 950,000 tonnes of steel scrap annually to support operations at its proposed Ha Tinh integrated steel plant.

The imported scrap will arrive by sea and will be kept in an outdoor storage facility within the plant. The use and storage of large volumes of scrap is a prerequisite for the project to obtain an environmental permit. It must be noted that the plant is currently awaiting environmental approval from authorities.

VinMetal, a subsidiary of Vingroup, received its investment registration certificate for the project in February. The planned facility will feature an integrated production system covering coke making, pellet production, sintering, ironmaking, steelmaking, continuous casting and rolling.

Once fully operational, the complex is expected to produce 5 million tonnes of steel products annually, including 3 million tonnes of hot-rolled coils, 1.4 million tonnes of steel bars and 600,000 tonnes of steel wire. Additionally, the facility will generate about 1.7 million tonnes of finely ground blast-furnace slag and 800,000 tonnes of processed slag cement each year.

The project carries an estimated investment of nearly VND80 trillion ($3.2 billion). Construction is expected to begin in the fourth quarter of 2026, with commercial production anticipated in the first quarter of 2031.
