Chinese Aluminum Producers Turn Overseas as Domestic Capacity Nears Cap
Summary
  • China's aluminum capacity is nearing its ceiling: China's primary aluminum capacity ceiling remains at 45 million metric tons, but actual production has exceeded that level since March 2026. Effective capacity reached about 45.26 million tons, with smelters operating at 99.7% utilization in August.
  • Overseas expansion is gaining momentum: With limited room for domestic capacity growth, Chinese aluminum companies are increasingly investing in countries offering abundant energy, infrastructure and industrial land. Indonesia has emerged as a major destination, attracting projects from Chinese groups including Tsingshan, Huafeng and Xinfa.
  • China's global aluminum influence could increase: Chinese-backed aluminum projects are also progressing in Kazakhstan and Angola, extending the industry's overseas footprint beyond Asia. Since China already accounts for roughly 60% of global aluminum production, international expansion could further strengthen its position in global supply chains.

SEATTLE (Scrap Monster): Chinese aluminum producers are increasingly turning to overseas projects as domestic smelting capacity approaches the limits set by the country’s government.

According to a policy introduced in 2017, China's annual primary aluminum capacity ceiling remains at 45 million metric tons. The policy followed rapid industry expansion during that time, which put pressure on the country's power system. Despite the formal cap, actual production has moved above that level since March 2026.

Industry consultant AZ Global estimates effective capacity at about 45.26 million tons. Aluminum smelters operated at 99.7% of effective capacity in August, data showed. The output has witnessed a significant jump, even in the absence of formal new capacity addition. Several companies have replaced older, inefficient facilities with more modern operations.

With domestic expansion becoming increasingly difficult, Chinese companies are directing investment toward countries with available energy, infrastructure and industrial land, with Indonesia emerging as a major destination.

Chinese groups including Tsingshan, Huafeng and Xinfa are involved in new Indonesian aluminum projects. In addition, Chinese-backed projects have extended to countries beyond Asian region, with projects under progress in Kazakhstan and Angola.

China already produces roughly 60% of global aluminum. Increased overseas investment could further boost its contribution to the international aluminum supply chain.

Frequently Asked Questions

  • What is China's primary aluminum capacity ceiling?
  • China's government has maintained an annual primary aluminum capacity ceiling of 45 million metric tons since the policy was introduced in 2017. The limit was established following rapid industry expansion that placed significant pressure on the country's power system. However, effective capacity and actual production have now moved beyond the formal ceiling.

  • Why are Chinese aluminum producers increasingly investing overseas?
  • Domestic expansion has become increasingly difficult because of the capacity ceiling and limited scope for adding new smelting capacity. Chinese producers are therefore looking toward countries with available electricity, industrial land and supporting infrastructure, allowing them to develop new production capacity while strengthening their international presence.

  • Why has Indonesia become an important destination for Chinese aluminum investment?
  • Indonesia offers significant opportunities for energy-intensive aluminum projects, along with industrial land and developing infrastructure. Chinese companies including Tsingshan, Huafeng and Xinfa are involved in new aluminum projects there, making Indonesia one of the most important destinations for China's overseas aluminum expansion.
