SEATTLE (Scrap Monster): Chinese aluminum producers are increasingly turning to overseas projects as domestic smelting capacity approaches the limits set by the country’s government.
According to a policy introduced in 2017, China's annual primary aluminum capacity ceiling remains at 45 million metric tons. The policy followed rapid industry expansion during that time, which put pressure on the country's power system. Despite the formal cap, actual production has moved above that level since March 2026.
Industry consultant AZ Global estimates effective capacity at about 45.26 million tons. Aluminum smelters operated at 99.7% of effective capacity in August, data showed. The output has witnessed a significant jump, even in the absence of formal new capacity addition. Several companies have replaced older, inefficient facilities with more modern operations.

With domestic expansion becoming increasingly difficult, Chinese companies are directing investment toward countries with available energy, infrastructure and industrial land, with Indonesia emerging as a major destination.
Chinese groups including Tsingshan, Huafeng and Xinfa are involved in new Indonesian aluminum projects. In addition, Chinese-backed projects have extended to countries beyond Asian region, with projects under progress in Kazakhstan and Angola.
China already produces roughly 60% of global aluminum. Increased overseas investment could further boost its contribution to the international aluminum supply chain.
