Aluminum Association Calls for Enforcement of Unfair Trade Orders

SEATTLE (Scrap Monster): In a recent filing with the U.S. Commerce Deaprtment, the Aluminum Association’s Common Alloy Aluminum Sheet Trade Enforcement Working Group and its individual members alleged that U.S. imports of aluminum sheets produced from aluminum alloy 4017 from China are circumventing the AD/CVD orders on Common Alloy Aluminum Sheet (CAAS).

Further to initiation of antidumping and countervailing duty investigations on imports of CAAS from China in 2017, there has been a massive surge in U.S. imports of 4017 aluminum sheet. At the same time, the imports of 3003 and 3105 aluminum sheet from China have declined dramatically. The imports of 4017 sheet are being used in the same applications as aluminum sheet manufactured from aluminum alloy 3003. The Association urged the Department to initiate a “minor alterations” inquiry to address the circumvention of the orders.

Charles Johnson, president & CEO of the Aluminum Association expressed the hope that the Commerce Department will promptly review our petition and take appropriate action to ensure that unlawful exports are not circumventing the U.S. trade laws.

The Commerce Department will evaluate the allegation in the coming weeks to decide upon the need for initiation of an inquiry.
