The New PART Legislation to Fight Catalytic Converter Thefts

SEATTLE (Scrap Monster): The new legislation introduced by U.S. Senators Amy Klobuchar and Ron Wyden aims to combat rising incidents of catalytic converter thefts across the country. The Preventing Auto Recycling Theft (PART) Act includes provisions to effectively trace stolen catalytic converters and prevent thefts.

The Act would require new vehicles to stamp their Vehicle Identification number (VIN) stamped into the converter. This in turn would help law enforcement agencies to easily identify stolen parts and trace them to the vehicles from which they were stolen. Furthermore, it establishes catalytic converter theft as a criminal offense.

Klobuchar stated that provisions for efficient tracking of catalytic converters and making their theft a criminal offense would offer tools and resources to law enforcement officers to crack down on criminal acts. Incidentally, latest official statistics published by the National Insurance Crime Bureau (NICB) indicates that catalytic converter thefts have risen by over 325% from 2019 to 2020.

The PART Act proposes creation of a grant program to enable entities to get VIN numbers stamped onto catalytic converters of existing vehicles and improved record-keeping standards.
