New Memo Proposes Regulatory Changes for Ferrous Scrap Imports

SEATTLE (Scrap Monster): The Bureau of International Recycling (BIR) has published the new memo from Chinese agencies that proposes regulatory changes to ferrous scrap imports into the country.

According to the memo dated 30th December, 2020, the recycling iron and steel raw materials that meet recycling iron and steel raw materials standards as specified under GB/T39733-2020 will not fall under solid waste and could be imported freely. The imports will be prohibited only if the imports do not meet the national standards. The new policy has gone into effect beginning January 1, 2021, it said.

Meantime, the country has announced first ferrous scrap import deal under the newly specified standards. The ferrous scrap trading unit under the China Baowu Steel Group announced that it has signed a contract with Japanese Mitsui & Co. The deal was entered for imports of 3,000 mt of HS grade scrap, whjich will be delivered to Shanghai port. The exact deal price has been kept confidential.

The memo was issued jointly by China’s Ministry of Ecology and Environment, the Development and Reform Commission, the General Administration of Customs, the Ministry of Commerce and the Ministry of Industry and Information Technology.
