SEATTLE (Scrap Monster): The Denver City Council approved new restrictions on scrap metal transactions to crack down on metal thefts across the metro area.

Council members voted 11-2 Monday night in favor of the ordinance, which aims to make it more difficult for thieves to quickly offload stolen metals such as copper, brass and aluminum.

Under the new rules, scrap metal buyers will be banned from paying cash for materials and will be required to record the seller’s driver’s license and vehicle license plate information before completing a transaction.

The move comes as scrap metal thefts are on the rise. Since 2018, Denver police have recorded more than 2,100 cases involving stolen scrap metals — a figure that does not include catalytic converter thefts, which are tracked separately due to their unique value and frequency.

City leaders said the ordinance brings Denver in line with other jurisdictions that have adopted stricter tracking systems for second hand metal sales. Supporters believe the changes would help deter theft by removing anonymity and limiting quick cash payouts.

Opponents of the ordinance raised concerns about potential impacts on individuals who rely on scrap metal sales for income. However, supporters argued that the regulation is narrowly focused on reducing crime and improving accountability in the recycling industry.
