China Announces Third Batch of Scrap Import Quotas

SEATTLE (Scrap Monster): The Solid Waste and Chemicals Management Centre under the Chinese Ministry of Ecology and Environment announced publication of the third batch of scrap import quotas for 2020. The import quota has been issued for the first quarter of the year.

As reported by the Bureau of International Recycling (BIR), the third batch of quotas permits imports of additional 4,620 metric tons of copper scrap, 1,440 metric tons of aluminum scrap, 2,670 metric tons of steel scrap and 22,750 metric tons of paper scrap to Chinese ports during Q1 this year.

In accordance with the quotas issued till date, the total scrap imports in the first quarter of 2020 are likely to be considerably lower when compared with the corresponding quarter in 2018. For instance, the permitted import quota for aluminium scrap until now is 284,449 metric tons, which is significantly lower when compared with the actual imports of approximately 332,000 metric tons during Q1 2019.

As of today, the total approved permits for imports of copper scrap and ferrous scrap stands at 301,041 metric tons and 4,950 metric tons respectively.

The Chinese reclassification of high-purity aluminium, copper and brass scrap from ‘solid waste’ into ‘resource’ is due to take effect July 1, 2020.
