SEATTLE (Scrap Monster): The World Steel Association (worldsteel) has published its ranking of leading steel-producing nations for November 2025, highlighting shifts in output.

China remained the largest steel producer, delivering 69.9 million tonnes (Mt) of crude steel during the month, representing a sharp 10.9% decline from November last year. Despite the monthly fall, China’s cumulative output for the first eleven months of 2025 reached 891.7 Mt, underscoring its dominance in global steelmaking.

China Remains World's Top Steel Producer Despite Sharp Drop- worldsteel

India ranked second, producing 13.7 Mt of crude steel in November and recording one of the strongest year-on-year gains among major producers. Total Indian output from January to November 2025 stood at 150.1 Mt. The United States placed third, with November production rising 8.5% year-on-year to 6.8 Mt.

Japan followed with 6.8 Mt, while Russia produced 5.2 Mt and South Korea 5.0 Mt. Iran recorded 3.4 Mt, Turkiye produced 3.3 Mt, and Germany and Brazil each reported 2.8 Mt.

India led growth with a 10.8% annual increase, while Turkiye expanded output by 10.0%. Russia and South Korea posted declines of 6.6% and 4.8%, respectively.

Globally, crude steel production totaled 140.1 Mt in November, down 4.6% year-on-year.
