SEATTLE (Scrap Monster): Penang will implement a complete ban on single-use plastic bags starting September 1, with August 31 marking the final day of permitted usage, according to state housing and environment committee chairman Sundarajoo Somu.

The policy, initially announced on August 31, 2025, is currently in its awareness phase and will soon transition into full enforcement. Authorities aim to make Penang the first Malaysian state to achieve 100% elimination of single-use plastic bags.

Officials have been preparing for the transition through public awareness campaigns and alternative solutions, including the distribution of recycled bags by the Penang Green Council. Of the 100,000 bags targeted for distribution, approximately 45,000 have already been handed out at markets and public events.

While most sectors have adapted, markets and hawkers were initially given more time due to limited alternatives. However, biodegradable bags are now widely available, addressing earlier concerns.

Enforcement will be phased, starting with a softer approach before tightening in the final three months. Compliance may also be linked to business licence renewals, with non-compliant traders risking operational restrictions as authorities finalize enforcement mechanisms.
