New Paper Recycling Facility to be Launched in Chesapeake

SEATTLE (Scrap Monster): A joint venture between Kamine Development Corporation and Nicollet Industries LLC will invest approximately $267 million in establishing a paperboard and recycling facility in Chesapeake, Virginia. The facility, Celadon Development Corporation, will be established at the Chesapeake Deepwater Terminal site, said Gov. Ralph Northam. The new project is expected to create nearly 210 new jobs in the region.

The proposed facility will convert recycled mixed paper and old corrugated cardboard into reusable fiber sheet, which will mainly feed the middle-market paper manufacturers in China. The mill will produce paper products from waste cardboard using innovative paper mill dryer system.

The 335,000-square foot facility will employ state-of-the-art technologies. Upon full operation, it will be capable to export 80,000 TEUs through the Port of Virginia. The facility is likely to turn out to become one of Virginia’s largest exporters, with export value in excess of $200 million per year.

Gov. Northam has already approved a grant amounting $2 million from the Commonwealth’s Opportunity Fund to assist the City with the project, which it has won after competing with South Carolina.
