SEATTLE (Scrap Monster): Kruger Inc.- the leading North American paper and paperboard recycler has responded to the US Department of Commerce (DOC) decision to impose antidumping (AD) duties on the company in addition to the high countervailing duties imposed during January this year. The DOC had imposed preliminary AD duty of 22.16% on newsprint and other paper shipped to the US, on top of the 9.93% countervailing duties, thus making the total duties in excess of 32%.

In its response to the DOC decision, Kruger expressed disappointment with the decision. The decision is not only unfair but also unfounded, as the anti-dumping review included only Resolute and Catalyst, whereas Kruger was not allowed to participate. It is quite strange to bracket it with other companies without even being analyzed to prove its role in dumping products into the US. The additional tax makes Kruger the highest taxed Canadian company for newsprint, it noted.

The imposition of duties is feared to have direct implications on the company’s three paper mills located at Trois-Rivières and Brompton in Quebec and Corner Brook in Newfoundland and Labrador. The Corner Brook mill alone is estimated to have an impact of nearly $30 million per annum.

Meantime, the company stated that it will continue to work closely with all stakeholders to minimize the impacts of duties and ensure the continued growth of its operations. The company will avail itself of all legal options to defend its position. There is no short term fix for the problem, but the works to combat the duties will begin soon, the company said. At the same time, it urged the federal government to make all efforts to negotiate with US Commerce and International Trade Commission to get the decision reversed at the earliest.

The final decision on the tariffs is expected to be announced in August or September 2018.
