SEATTLE (Waste Advantage): The National Waste and Recycling Association (NWRA) sent a letter to House Speaker Paul Ryan (R –WI) requesting a Floor Vote on HR 3441, the Save Local Business Act, legislation that would restore the joint employer standard that had been in place for over 30 years and restore certainty for job creators and employees.
“Congress should reinstate the traditional joint employer standard and support policies that are fundamental to creating a robust and expanding economy. HR 3441 is critical legislation that removes uncertainties hindering business growth,” said Darrell Smith, NWRA President and CEO.
In August 2015 the National Labor Relations Board (NLRB) issued a decision in the Browning-Ferris Industries (BFI) case that overturned the standard and replaced it with a standard that leaves employers and employees with no clear guidelines to when a joint employment relationship exists. The House Education and Workforce Committee held a hearing on the issue in September and earlier this month approved HR 3441 by a vote of 23-17.
