Commission History – The Springfield Water and Sewer Commission was established in July 1996, in accordance with Massachusetts General Laws Chapter 40N, by a vote of the Springfield City Council. Our mission is to provide an adequate, uninterrupted, high-quality supply of water to our customers, to collect and treat wastewater, and return clean water to the environment

Board of Commissioners – The governing body of the Commission is a three-member Board of Commissioners responsible for establishing the policies and procedures for efficient water and sewer operations. They are appointed by the Mayor of Springfield and approved by the City Council.

Public Information – The Commission actively engages with the community through the press, education programs, and events. This page contains recent press releases, a listing of community events, information on community education programs, and a listing of our current projects. 

Commission Reports – The Commission releases a variety of annual reports and presentations to communicate with customers and stakeholders. Water System – The Springfield water system dates back to 1848 when the Springfield Aqueduct Company was formed. This page contains information on the history of our water supply and a description of our water system. 

Sewer System – The Commission services approximately 36,400 sewer accounts. The sewer collection system consists of 138 miles of combined sewer (sewer and stormwater), 312 miles of separated sewer, 23 combined sewer overflow outfalls, 12,000 manholes, and 33 pumping stations.

Commission History

The Springfield Water and Sewer Commission was established in July 1996, in accordance with Massachusetts General Laws Chapter 40N, by a vote of the Springfield City Council. The governing body of the Commission is a three-member Board of the Commissioners appointed by the Mayor of Springfield and approved by the City Council. The Commissioners are responsible for establishing the policies and procedures for efficient water and sewer operations.

In March 1997, employees of the former Springfield Water Department and Wastewater Division of the Springfield Department of Public Works were transferred to the newly formed Commission. Those employees administer, operate and maintain the water and wastewater systems. In 2000, the Commission entered into a 20-year service agreement with a private contractor for operations at the wastewater treatment plant and sewer pumping stations. The Commission owns the facilities and United Water currently operates those facilities.

The Commission’s budget and workforce are organized by functional areas including Administration and Engineering; Water Supply, Treatment and Transmission; Water Distribution; Wastewater Collection; and Wastewater Treatment. Facilities are located at Borden Brook Reservoir, Cobble Mountain Reservoir, West Parish Filters, Provin Mountain Reservoir, Ludlow Reservoir, Colton Street Customer Field Service, Administration Building at Bondi’s Island, and the Springfield Regional Wastewater Treatment Facility.

  • Conserve and protect our reliable, high-quality water supply for present and future generations
  • Meet or surpass public health standards, environmental standards, and support fire protection
  • Operate, maintain, improve and manage our water and wastewater infrastructure in a cost-efficient manner
  • Manage finances to support Commission needs and maintain reasonable water and wastewater rates
  • Maintain an adequate, safe and professional workforce
  • Understand and respond to customers’ expectations for service
