Mission Statement

Since 1962, Kentucky Petroleum Recycling, Inc. (KPR) has created a market to close the loop on energy waste.

When there were no markets, KPR found them.

When there were no laws to discourage waste and pollution, KPR provided incentives to business and industries to recycle.

When regulations were developed to require recycling, KPR, through NORA (National Oil Recyclers Association) advanced workable, market driven laws that encouraged, rather than discouraged compliance.

Today, KPR strives to provide efficient, cost effective service to our customers through a reliable, low liability facility. Our focus is on quality in our products, employees, and equipment. Through ever-increasing efficiency, we are able to continue at our original facility, which is small for the amount of product recovered (5-6 million gallons per year). This efficiency, in turn, limits our customers’ liability. Large multiple site, scattered facilities are inherently high in future liability and difficult to access in terms of compliance and management. Our proprietary process produces a high quality, high added value industrial fuel which competes well with virgin energy alternatives.

Company Profile

Leo Shircliff owned a fleet of seven semi tractor-trailers. Each time he had a new child he bought another semi. His trucks delivered liquid product throughout the Kentuckiana area during the ‘50s. He noted a growing problem at many of the businesses where he delivered. If they had equipment or trucks, they had used oil, and there was nothing to do with the oil. It was poured along fence lines, on roads and in ditches. As a person concerned about the environment he felt there should be a use for this waste stream. When his oldest child married, her husband was barely making enough to support his family. In 1962, Leo sat up tanks at some of the businesses where he delivered and asked them to dump their used oil into the tanks and he would have it hauled away. Fort Knox, CSX, General Electric and International Harvester were some of his first customers. He sat up a pump truck, leased some tanks and sent his new son-in-law around to gather the oil. Originally the oil was allowed to sit in settling tan
ks until the water settled to the bottom. Then the oil was used for dust control or as a coal dust spray. This was the beginning of Kentucky Petroleum Products

As his children came of age, most of them spent some time working for Kentucky Petroleum Products. During the 1970’s Leo purchased some land on Grade Lane in Louisville, Kentucky, and sat up a tank farm. As the industry became more regulated, Kentucky Petroleum Products adjusted to the changes and became proactive, continuing to be part of the solution. We were one of the early members of NORA, the National Oil Recycling Association.

After the 70’s the best market for used oil was as a cheap, alternative fuel. We tried various techniques to remove the water from the oil. We developed a successful process to remove water and sediment from the oil through a system of filtering, heating the oil to 180 degrees and injecting a demulsifier. We produce an on-spec burner fuel with less than 2% BS&W. We are able to keep our customers satisfied because of the consistency of our product.

In 1981, Leo Shircliff incorporated the business as Kentucky Petroleum Recycling, Inc. and gave each of his seven children a percentage of shares. He wanted the business to provide security for his family. As the industry is very cyclical, the business rode out the waves and remained profitable. Leo passed away in 1997 and his wife followed him in 1999. We are currently operating six pump trucks and three semis. The tank farm has been updated and has a capacity of 674,000 gallons. We are located in a heavily industrial area with excellent access to the expressways and rail. We are also authorized by the Coast Guard to pump over waterways. We meet all federal and local laws governing the used oil industry.
