CeROD is one of the key development and investment tasks of the Ministry of Novo mesto as well as the wider Dolenje, Belokrajna and Posavina areas with the support of the Republic of Slovenia and the European Union in the field of waste management.

As part of the project, a modern waste disposal facility will also be in operation, with a capacity of over one million m3, which will meet the needs of the region for 25-30 and possibly even more years.

The CeROD project began in the late 1990s as a result of the lack of space for waste disposal at the existing Leskovec Non-Hazardous Waste Landfill. With the adoption of the "National Environmental Protection Program" (NPVO), the Strategic Guidelines of the Republic of Slovenia in the field of waste management and based on directives and other EU documents, the Government of the Republic of Slovenia issued a series of by-laws in the field of waste management. The main directions of the adopted regulations are to reduce the amount of waste deposited in landfills and to establish regional centers for waste management.

On the basis of accepted documents, compliance with European directives and documents, compliance with the requirements of KS Brusnica and the support of MOP, the project was finalized as the regional "Center for waste management of Dolenjska" with the abbreviation CeROD. The basic goals of the project are the rehabilitation and closure of the current Leskovec non-hazardous waste disposal site; construction of a new landfill for a period of at least 25 years for Dolenjska, Bela Krajina and Posavje; construction of a regional center for waste management for Dolenjska and, if necessary, for Bela Krajina and Posavje, and environmental protection in accordance with the adopted Slovenian legislation and the legislation of European Union members.

The project was financially supported by the European Union with funds from the ISPA fund of the PHARE program, now the Cohesion Fund, and the MOP of the Republic of Slovenia.
