The mission of the Fremont County Solid Waste Disposal District is to provide environmentally safe solid waste disposal at convenient locations and at a reasonable cost.
The Fremont County Solid Waste Disposal District serves approximately 40,000 residents throughout Fremont County’s 9,323 square-mile area.The Fremont County Solid Waste Disposal District operates 18 permitted solid waste handling facilities, including four permitted landfills. Two are permitted for Municipal Solid Waste (MSW or household trash): the Sand Draw Landfill near Riverton and the Lander Landfill near Lander. Two are permitted for Construction and Demolition debris (C&D): the Dubois Landfill near Dubois and the Shoshoni Landfill just outside Shoshoni.
The District also manages 11 low-volume, low-hazard transfer stations that accept recycling and limited volumes of MSW and C&D waste for county residents who do not live near a landfill.The operation of the District, which was formed in 1979, is funded through disposal fees collected at all locations and a three-mill levy on property and mineral taxes.The District is governed by a Board of Directors, appointed by the Fremont County Commissioners. Each Director is appointed to a three-year term. This Board meets monthly to oversee the operation and management of the District. The day-to-day operations of the District are managed by the Superintendent.The District, in conjunction with private partners and volunteers, provides recycling, recycling education, recycling drop-off facilities, composting, special waste collection (motor oil, antifreeze, Freon, paint and car batteries), and appliance recycling. When possible, the District offers an Electronic Waste Collection Day and a Household Hazardous Waste Collection Day.
The Fremont County Disposal District offers Free Recycling Zones at Lander, Riverton, Sand Draw, and Dubois, as well as at the district-owned transfer stations (when open). Residents and businesses can drop off clean, separated materials for recycling at these locations, to help reduce the amount of trash requiring disposal.
Wastes from home and commercial construction and demolition (C&D) projects, including remodel jobs, need to be kept separate from household waste. The District has landfill areas dedicated specifically to burying other C&D materials. But in order to bury materials in those areas, they must be clean of other waste and separate from garbage. C&D waste must meet the Wyoming Department of Environmental Quality criteria. View the list of C&D accepted materials. For disposal, these materials will be accepted at the following facilities. Please check with operator or staff for proper disposal directions:
Commercial: For any demolition project larger than 100 cubic yards, the owner or contractor must complete a Fremont County Solid Waste Disposal District construction/demoltion permit application request and receive approval from the Superintendent of Operations. Download a construction and demolition permit. All applicants shall pay a $50.00 processing fee with the completed application, which is non-refundable, even if the application is later withdrawn by applicant or the permit is denied.
Habitat for Humanity
We encourage residents and businesses to find reuse opportunities for good, clean items as often as possible. This can be done by contacting local contractors or putting out advertisements or other means to find others who could use the material. A donation site for Habitat for Humanity Re-Store can be found in Lander and Riverton.
All specialty waste fees must be paid and/or the proper paperwork filled out for billing, prior to entering an active site. Excepting electronic waste, which can be disposed of at no cost.Failure to pay fees for specialty waste is a fine of $500.00 plus the cost of the load. Failure to comply with paying specialty fees may, at the board’s discretion, subject the company or individual to losing their right to access the District transfer stations and landfills.
Electronic equipment waste (E-waste) shall not be placed in any district landfill or transfer station in any manner. E-waste shall be placed in specially designated containers. Accepted at the Lander Landfill, Sand Draw Landfill, Dubois Landfill and the Riverton Bale Station.
Organic materials, yard waste, and clean soil are compostable and should be taken to designated areas. Please, no plastic bags, paper bags, wire, or string. All materials must be loose. These materials are accepted at Lander Landfill, Riverton Bale Station, Dubois Landfill, and Sand Draw Landfill. Yard waste must cross the scales (in order to track weight), but there is no charge to dispose of it.Through a cooperative arrangement with the City of Riverton, the District has wood chips and screened compost for sale at the Lander Landfill, Dubois Landfill, and Riverton Bale Station. Please call for current prices. People interested in purchasing larger volumes of compost or wood chips should contact the City of Riverton.
“Municipal Solid Waste”, commonly referred to as “MSW”, means means solid waste resulting from or incidental to residential activities, and includes waste produced from domestic use of a household as a residence only. Household Waste is also known as “Household Waste”.
Only non-friable asbestos materials can be accepted by the District (absolutely no friable asbestos accepted), following a case-by-case approval process for the materials, provided a minimum of 24 hours in advance. The materials will need to be covered, secured to the transport vehicle, and encapsulated in the transport vehicle. The generator will need to complete a “Hazardous Waste Disposal” form, which can be acquired from the District scalehouse attendants. The generator will be required to unload all of the materials, without District assistance, into a designated location. Non-friable asbestos is accepted, upon approval, at the Lander Landfill, Sand Draw Landfill, Dubois Landfill, and the Shoshoni Landfill.
Medical/Bio waste includes hypodermic needles, syringes with needles attached, intravenous (IV) tubing with needles attached, scalpels, blades, and lancets that have been removed from the original sterile packaging.These items must be separated from regular garbage and placed in special disposal bags, which are available for $5 at the facilities listed below. You will also need to complete a special waste form, also available at the same facilities.
