Mexico Enforces New Steel Standards for Safer Construction

Issued by the Ministry of Economy and published in the Official Gazette of the Federation (DOF) in February, the new regulation establishes technical specifications, testing methods, commercial information requirements, and conformity assessment procedures for steel products manufactured, imported or commercialized in Mexico.

SEATTLE (Scrap Monster): Mexico’s construction industry is entering a new regulatory phase as the first stage of NOM-251-SE-2025 comes into force on Aug. 12, requiring mandatory certification for six categories of structural steel products used in buildings and infrastructure. The measure seeks to improve the quality, traceability, and performance of construction materials in a country where seismic risk continues to shape engineering standards and public safety.

First Phase Targets Critical Reinforcement Materials

Rather than introducing six different standards, the government is implementing one official standard in stages. The first phase covers six steel product families that play a critical role in reinforcing concrete structures, including conventional reinforcing bars (rebar), low-alloy reinforcing bars, cold-worked Grade 60 rebar, welded wire mesh, welded reinforcement assemblies, and welded reinforcement cages used in structural elements.

Beginning in August, manufacturers, importers and distributors of these products must obtain a Product Certificate of Conformity (CCP) through accredited certification bodies before they can legally market them in Mexico. Products will also need to undergo laboratory testing, comply with official sampling procedures, and meet commercial labeling requirements established by the standard.

The remaining 20 categories of steel products covered under NOM-251-SE-2025 will transition into compliance during the second implementation phase, scheduled for August 2027.

Improving Construction Quality and Public Safety

According to the Ministry of Economy, the regulation aims to ensure that steel products used in residential, commercial, and infrastructure projects meet uniform quality and performance standards. By strengthening conformity assessment and certification requirements, authorities seek to reduce the circulation of uncertified or substandard materials while providing greater legal certainty for manufacturers, builders, and consumers.

The phased implementation follows years of discussion within Mexico’s steel and construction industries regarding the need for stronger oversight of structural materials. Industry analysts have argued that standardized certification can improve market transparency, create fairer competition among producers, and increase confidence in the structural integrity of buildings and public infrastructure. Legal specialists have also noted that companies failing to comply with the regulation may face administrative sanctions, including fines, and restrictions on commercializing non-certified products. 

The implementation of NOM-251-SE-2025 comes as Mexico continues strengthening construction regulations following decades of lessons learned from major earthquakes, including the devastating 1985 and 2017 seismic events. Those disasters highlighted the importance of structural design, quality construction materials, and stricter compliance with engineering standards to improve the resilience of buildings in seismic zones.

Although the new standard does not replace architectural design requirements or structural engineering codes, it establishes minimum quality benchmarks for steel products that form the backbone of reinforced concrete construction. Ensuring these materials comply with certified technical specifications can help improve structural reliability throughout the country’s building sector.
