Metal Recycling Centers adheres to the recently enacted (April 9, 2012) State Statute that restrictes the sale of certain metals and specific items.

The section of the State Statute which identifies what metals are restricted, who can sell them to a recycling center, and what paperwork is required for the recycling center to purchase restricted items is as follows:Section 5. Section 538.19, Florida Statutes, is amended to read:(5)

  • A manhole cover.
  • An electric light pole or other utility structure and its fixtures, wires, and hardware that are readily identifiable as connected to the utility structure.
  • A guard rail.
  • A street sign, traffic sign, or traffic signal and its fixtures and hardware.
  • Communication, transmission, distribution, and service wire from a utility, including copper or aluminum bus bars, connectors, grounding plates, or grounding wire.
  • A funeral marker or funeral vase.
  • A historical marker.
  • Railroad equipment, including, but not limited to, a tie plate, signal house, control box, switch plate, E clip, or rail tie junction.
  • Any metal item that is observably marked upon reasonable inspection with any form of the name, initials, or logo of a governmental entity, utility company, cemetery, or railroad.
  • A copper, aluminum, or aluminum-copper condensing or evaporator coil, including its tubing or rods, from an air conditioning or heating unit, excluding coils from window air conditioning or heating units and motor vehicle air-conditioning or heating units.
  • An aluminum or stainless steel container or bottle designed to hold propane for fueling forklifts.
  • A stainless steel beer keg.
  • A catalytic converter or any nonferrous part of a catalytic converter unless purchased as part of a motor vehicle.
  • Metallic wire that has been burned in whole or in part to remove insulation.
  • A brass or bronze commercial valve or fitting, referred to as a “fire department connection and control valve” or an “FDC valve,” that is commonly used on structures for access to water for the purpose of extinguishing fires.
  • A brass or bronze commercial potable water backflow preventer valve that is commonly used to prevent backflow of potable water from commercial structures into municipal domestic water service systems.
  • A shopping cart.
  • A brass water meter.
  • A storm grate.
  • A brass sprinkler head used in commercial agriculture.

Community Involvement

DMR worked with the State Legislature in 2012 to pass one of the nation's most comprehensive recycling law. In this law, video taping is required of all transactions concerning the sale of regulated metals. Early indications from law enforcement officers in our four locations indicate that this law is cutting down on the occurance of metal theft. If you can't sell it without getting caught--why steal it?
DMR owner Bart Phillips believes in giving back to the community. Currently he sits on the Winter Springs Planning and Zoning Board as well as the Seminole County Economic Development Committee. Mr. Phillips has also served on the Orlando Metroplan Advisory Board.
Safety Director Bob Goff is the former Mayor of Casselberry and has served as a Seminole County School Board Member. He currently is chairman of the Leisure Services Advisory Board for Seminole County and chairs the Trails and the Parks subcommittees for that group. Mr. Goff is coordinating the donation by Mr. and Mrs. Phillips of what is widely known as the 'missing link' of the Cross Seminole Trail to the State of Florida. When completed next year, the donation of 30 feet of Hwy 419 frontage at the Winter Springs site will allow the bicycle/hiking/horse trail to run uninterrupted from Orange County to Lake County.
DMR currently provides the Seminole Fire College with automobiles, vans and trucks for classes to practice with such lifesaving equipment as the 'jaws of life'. Below are a few of the awards and honors earned by DMR and 419 Metal and Auto Recycling Centers.
