HEMAB is owned by the municipality of Härnösand and the ownership directive is decided by the City Council. The company must be run commercially, but not profit-maximizing. Low prices are prioritized before returns. The company is an important resource in development work and profiling of the municipality. The activities shall include: district heating, property cleaning and recycling, water and sewage, electricity networks, wind power, biogas production, vehicle gas station, broadband, charging infrastructure and involvement in the local community.
