US Commerce Targets Three Mills in 2025 Review of Softwood Duties

SEATTLE (Scrap Monster): The US Department of Commerce has kicked off formal antidumping reviews of three Canadian softwood producers from the 2025 calendar year, with final rate decisions due no later than 31 March 2027. That is according to a Federal Register notice published today, which also revealed that Brazilian and Portuguese uncoated paper are also under parallel review.
Named in the notice are 10104704 Manitoba Ltd, Woodstock Forest Products, CWP—Montreal Inc., and Norsask Forest Products Limited Partnership, with each producer’s US-bound shipments across the full 2025 calendar year now on the record. Beyond softwood, the same notice covers antidumping reviews of certain uncoated paper from Brazil and Portugal, both running from 1 March 2025 through 28 February 2026. Suzano S.A. and Sylvamo do Brasil Ltda./Sylvamo Exports Ltda. are listed on the Brazilian side, with The Navigator Company, S.A., the sole Portuguese producer, flagged for review.
Wood Centeal understands that Commerce will draw on either US Customs and Border Protection import data for the period of review or on quantity-and-value questionnaires returned by producers, with the chosen data placed on the record by 9 May 2026 and respondent selection decisions made by 8 June 2026.
It comes as the Canada–US softwood lumber dispute continues to run as the longest-standing trade action across North American forest products, with the annual administrative review the formal mechanism that resets Canadian producers’ duty rates each year.
