Turkish Investor to Build 1.2M Ton Steel Plant in Romania

SEATTLE (Scrap Monster):  Ussuri Capital, a Turkish investment firm led by Roman Kurashev from Ukraine, aims to invest up to 800 million euros ($862.71 million) in establishing a low-carbon flat-rolled steel plant in Romania. The initial phase will involve setting up a cold rolling mill and various coating lines with an investment of around 160 million euros.  

The plant will produce pickled, cold-rolled, and hot-dip galvanized coils starting in 2027. During the initial phase, hot-rolled coils from non-EU countries will be processed.  

Subsequent plans include constructing an electric arc furnace and continuous casting module by 2030, with total investments reaching 800 million euros. According to Ussuri Capital's forecasts, the company expects to generate 324 million euros in revenue from downstream activities in two years after completing phase 1 of its new steel plant in Romania.

Ussuri Capital was founded by Roman Kurashev, who previously held positions at Kovalska Industrial Group and Metinvest Holding.
