South Africa Declared Amendments to Plastic Bag Regulations

SEATTLE (Scrap Monster): The South African government published amendments to its Plastic Carrier Bags and Plastic Flat Bags Regulations in the Government Gazette on 7th April, 2021.

The amendments follow review of all policies affecting plastic bags in the country. The government’s ministry had taken into consideration, the inputs from various stakeholders who are directly or indirectly impacted by policies in connection with plastic bag management. The amendments focus on promoting circular economy and encouraging more plastic waste to be diverted from landfill.

It prohibits the use of certain plastic bags in the country. Furthermore, it prohibits manufacture, trade or commercial distribution of plastic carrier bags and plastic flat bags-both locally produced as well as imported.

As per the amendment, plastic carrier bags and plastic flat bags must be made from a minimum of 50% post-consumer recyclate, effective 1st January, 2023. The minimum content must be raised to 75% from 1 January, 2025 and to 100% from 1 January, 2027, said the statement issued by the Department of Forestry, Fisheries and the Environment.

The violation of regulations could lead to a fine not exceeding R5 million or imprisonment of up to five years. Repeated violations could attract a fine of R10 million or imprisonment of up to ten years.
