SEERA to Restrict E-Scrap Exports from the U.S.

SEATTLE (Scrap Monster): The federal legislation Secure E-Waste Export and Recycling Act (SEERA), also called H.R.3036, was introduced in the House on May 7th. The legislation has now been referred to the House Committee on Foreign Affairs. It aims to restrict exports of untested, non-working electronic scrap from the U.S., thus protecting environment and national security.

The Coalition for American Electronics Recycling (CAER) noted that the legislation will prevent end-of-life electronics from the country from ending up in developing countries. Further, it will put an end to the flow of raw materials used by electronics counterfeiters. Incidentally, the e-waste flow from the U.S. to other countries is expected to reach around 27 million tons by 2030. The legislation will play an important role in bringing down these exports.

SEERA is expected to open up new domestic processing facilities for untested, nonworking end-of-life electronics, which in turn will immensely benefit the American economy. This will also lead to significant expansion to existing facilities. Altogether, bill promises to create around 42,000 quality jobs for Americans.

Meantime, SEERA allows exports of low risk electronic scrap items.
