Oregon Fines Tangent Lumber Mill for Late Reporting

SEATTLE (Scrap Monster): A Tangent lumber mill owed Oregon $1,200 after the company was months late reporting how much pollution it emitted from boilers at its property near the intersection of Highway 34 and Interstate 5.

The Oregon Department of Environmental Quality asserts the company, owned by Eagle Forest Products in Eagle, Idaho, violated accountability and transparency conditions of its air pollution permit when no one immediately filed the report.

In a Nov. 9 civil penalty notice, the state environment regulator said it sent a warning letter in March asking EFP Manufacturing to make its 2022 report by April.

The report was due Feb. 15.

EFP, which makes wooden parts for pallets, crates and other packaging, submitted its report May 1, according to the penalty notice.

Annual reports are supposed to include complaints, total emissions and maintenance records related to an air quality permit. The state environment department checks the report to ensure air emissions are within the limits set in air pollution permits.

The fine is relatively small, but in line with penalties issued to other permittees that also failed to make timely annual reports.

Eagle Forest Products bought Family Pallet Lumber's mill in December 2022, incorporating EFP Manufacturing that year, according to state business records.

EFP also delayed paying 2022 Linn County property taxes to June 2023. The company usually pays around the time taxes are imposed in November.

In December 2022, EFP and Eagle Forest Products also assumed Family Pallet Lumber's debts for money borrowed in 2021 to buy a machine that can stack boards of lumber at more than 300 pieces per minute.

The company also had purchased an automated, high-speed saw that cuts boards into thinner boards.
