The Ministry has urged various Chinese cities to submit their winter output cut plans by end of September this year.

MIIT Schedules Winter Shutdown of Aluminum Smelters; Targets 30% Cut

SEATTLE (Scrap Monster): The Chinese Ministry of Industry and Information Technology (MIIT) announced that aluminum production capacities across the nation will be shut down for a period of four months from mid-November this year to mid-March 2019. The annual winter shutdown is part of efforts to save energy and reduce air pollution through emissions during winter. The MIIT press release stated that alumina and aluminum sectors are required to cut output by 30% or more.

The Ministry has urged various Chinese cities to submit their winter output cut plans by end of September this year. The capacities featuring on the industry restructuring list would be required to intensify their output cuts or halt production. On the other hand, environment-friendly producers who have already achieved required output cuts would be exempted from cuts. However, the operations during this period will be strictly assessed by respective local governments, MIIT press release said.

Meantime, many Chinese cities in northeastern provinces have reportedly cancelled construction of new alumina and aluminum production capacities, following opposition from local public. This includes the $3.4 billion refinery in Liaoning Province, which would have been one among the three largest refineries in the world.

As per latest data published by the National Statistics Bureau (NBS), the Chinese refined aluminum output was up marginally by 1.6% over the previous year to total 16.47 million mt during the initial six-month period of the year.
