SEATTLE (Scrap Monster): The Institute of Scrap Recycling Industries (ISRI) Plastics Division representative has testified before the New Jersey Senate Environment and Energy Committee in support of the new legislation that aims to expand the use of recycled plastics. At the same time, he expressed concerns over certain aspects of the proposed legislation and demanded clarification on draft amendments.
Sunil Bagaria, ISRI Plastics Division Chair noted that the bill intends to promote responsible handling of all plastics at the end of their life and use of recycled plastic to manufacture new products, which in turn will contribute to protection of environment. At the same time, the legislation would also strengthen the economy by attracting new investment opportunities and creating new jobs.

However, he called for clarity for manufacturer exemption and anomalous market conditions mentioned in the draft. Also, he demanded clear definition of scope and requirements for certain products such as reusable plastic film carryout bags and rigid plastic containers. Furthermore, he highlighted the importance for increasing the current 10% recycled content requirement of plastic trash bags.
The New Jersey bill S-2515 proposes use of certain amounts of recycled content in plastic and glass carryout containers, carryout bags and trash bags.
