Indonesia Eases Up on Recovered Fiber Import Curbs

SEATTLE (Scrap Monster): The Indonesian government has decided to relax the strict import restrictions on recovered paper. The revised rules will be less stringent when compared with those announced during the month of March this year.

In accordance with the initial proposal put forward by the government in March 2019, importers of recovered paper into the country were required to undergo increased inspection procedures and meet stricter bale quality requirements. The contamination limit was fixed at 0.5%, in line with the limit set by the Chinese administration a year before. However, after immediate negative response from various industry stakeholders, Indonesia had delayed the implementation of the rules for an indefinite period.

The latest letter issued by the government to inspection officials outlines changes to the policies announced before. The recovered paper loads will continue to undergo additional inspections. Two bales per container will be opened and inspected for quality. However, the 0.5% contamination threshold has been revised lower to match the Institute of Scrap Recycling Industries (ISRI) specifications for recovered paper imports, which sets a standard of 1-2% prohibitive and 3-4% out throws.

The ISRI, which has been in constant consultations with the Indonesian authorities, welcomed the change, stating that it will benefit paper recyclers and help in providing clear guidance on trade of recovered paper.
