Fresh E-Scrap Regulations Place Bulk of Costs on Electronics Manufacturers

SEATTLE (Scrap Monster): The draft e-scrap regulations in the state of Wisconsin are expected to boost government oversight of e-scrap processors. Although it would mean added expenses for businesses, the bulk of the costs are likely to fall on original equipment manufacturers (OEMs) and not on e-scrap processors. It must be noted that the Wisconsin Department of Natural Resources (DNR) has been working on the regulations for the past one year or so.

The DNR had recently released an analysis of the economic impacts of the regulations for public comments. The OEMs would be forced to pay hundreds of thousands of dollars each year for the recycling of those products. Also, in-state electronics recycling facilities would annually spend an estimated $6,000 to $9,000 above current costs, spread among 20-30 facilities, to maintain owner financial responsibility. The public comment will be accepted until mid-April this year.

The DNR proposes to increase regulation of e-scrap companies, which in turn would result in addition of expenses. The draft rules prevent landlords and taxpayers from the burden of costly cleanups.
