China Declares 13th Batch of Scrap Import Quotas for 2020

SEATTLE (Scrap Monster): China’s Solid Waste & Chemicals Management Centre under the Ministry of Ecology and Environment has announced 13th batch of scrap import quotas for 2020. The batch allows imports of additional quantities of scrap paper and metals including copper, steel and aluminum.

According to new release, the batch announced 20th October, 2020 allows for import of 94,750 metric tons of paper scrap. The Chinese authorities stated that it would no longer accept import applications for solid waste including recovered paper with effect from Jan 1, 2021. However, the quotas already issued in 2020 for these materials will be honoured. The exports of paper scrap to China have been on the decline during fall this year. 

Meantime, the new batch also allows for import of 5,980 metric tons of copper scrap, 1,340 metric tons of steel scrap and 340 metric tons of aluminum scrap into the country.

The country aims to classify scrap metal as a solid waste and aims to cut its imports to zero by end-2020, which will allow imports of high-quality copper and aluminium scrap that meet new standards.

The Institute of Scrap Recycling Industries (ISRI) applauded the Chinese administration for implementing additional standards for ferrous metals and plastic pellets so as to recognize scrap as a key raw material and not as a waste. It called upon governments around the world to follow China, in order to accelerate the journey towards a circular economy.
