Washington e-scrap legislation proposes manufacturer-led e-scrap collection

WASHINGTON (Scrap Monster): The proposed legislation submitted by Washington DC Council member Mary Cheh, recommends manufacturer-led e-scrap collection. The bill proposes wide range of waste diversion proposals and puts forth a comprehensive e-scrap collection scheme that lay centered on the device manufacturer.

According to estimates, Washington District currently diverts only 23 percent of its municipal solid waste, which is significantly less than the national municipal solid waste diversion average of 35 percent.

The bill includes a wide range of waste-diversion clauses, including the creation of an e-scrap collection program. According to the bill, electronics manufacturers would be required to develop an e-scrap collection recycling plan and accept for recycling old electronics sold under those manufacturers' brand names. However, the proposed bill excludes mobile phones and flat panel display televisions.

The proposed bill also calls for mandatory source-separation of solid waste in the District. It authorizes the city’s mayor to implement collection and waste-reduction fees. The Mayor will also be responsible for negotiating recycling and composting contracts.
