New scheme proposed to chop down wait times on imported scrap

BEIJING (Scrap Monster): The wait times at Chinese ports have long been a nightmare for scrap traders. Scrap exporters from the Europe and North America had voiced strong protests on the long delay for clearing of inward shipments, having to wait for series of clearances from various authorities.

According to reports, Chinese General Administration of Customs (GAC) has decided to alleviate the long delays by making the clearance procedure more transparent and fast. A pilot system is being introduced in Guangdong Province to reduce wait times on imported scrap containers.

The pilot project known as “one declaration system” proposes speedy examination and clearance procedures. The details of inbound shipment need to be declared only once. The examination and clearance staff will work simultaneously to ensure that the containers are approved for clearing with minimum turnaround time.

Earlier, the containers needed to be unloaded and reloaded several times for different inspections. The inspections usually extended to even two weeks. The new pilot system proposes to coordinate the inspections conducted by the GAC, the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) and the Ministry of environmental Protection (MEP) simultaneously rather than getting them done in a sequential manner.

The pilot system, if found successful, will be extended to other provinces, GAC sources said.
