Michigan House bill against scrap metal theft signed into law

DETROIT (Scrap Monster): Governer Rick Snyder has signed House Bill 4593 into law legislation. The bill proposes several regulatory measures to combat increasing incidents of scrap metal theft and block sale of stolen scrap. The House Bill 4593 meant to tighten scrap metal laws had received the Senate approval last Wednesday.

According to the proposed legislation, a buyer will have to pay three times the value of accepted items if it is determined at a later point of time that he knew or should have known that the items were stolen. The Bill 4593 insists that the scrap yards should take photos or videos of all metals that they buy, verify the seller’s government-issued identification and keep proper record of all transactions.

As per the new legislation, the scrap dealers are not allowed to pay instant cash for sale of commonly stolen items such as copper wire, catalytic converter and air conditioner exceeding $25 or more. It empowers police and prosecutors to act tough on metal thieves.

The bill had undergone several revisions over the course of an year. The industry had raised opposition to certain provisions laid out in the legislation. One among them was the new regulation that scrappers would have to wait for three days before getting paid for scrap sale. The new legislation restricts such payments through checks, money orders or on-site ATMs.

The bill intends to give more power to enforcement authorities to crack down on scrap metal thieves. Bill 4593 is expected to tighten scrap metal market rules.
