The Idaho House voted 52-17 on Wednesday to make it illegal for cities to impose plastic bag bans, restrictions on Styrofoam containers and other disposable products.

BOISE (Scrap Monster): The plastic bag manufacturer Hilex Poly is in Jerome, which is in Rep. Clark Kauffman's district.

"The industry in Idaho just on the plastic bag parts in my district is 200 jobs with 45 added with the expansion," Rep. Kauffman said.

And the Filer Republican says to protect those jobs, he sponsored a bill, which easily passed the House, to keep Idaho cities from banning plastic grocery bags on their own.

The Idaho House voted 52-17 on Wednesday to make it illegal for cities to impose plastic bag bans, restrictions on Styrofoam containers and other disposable products. If approved, local officials would need permission from the Idaho Legislature to enact the restrictions.

Currently, no cities enforce plastic bag bans in Idaho, but such efforts have been made in the past.

The proposals have angered minority Democratic members, who argue that their conservative colleagues will scoff at any federal government involvement but impose the same heavy handiness on cities and towns - especially those known for leaning liberal.

"We hear a lot in our state about how we value local control," said Rep. Melissa Wintrow, (D-Boise) who voted against the bill, "and I was concerned that we would be just taking that right out of the hands of cities and counties."

The bill now moves to the Senate for approval.
