Naperville City Council members are expected to direct staff Tuesday to begin soliciting bids for residential solid waste, recycling and yard waste services in anticipation of the city’s garbage collection contracts expiring April 30, 2019.

SEATTLE (Waste Advantage): The cost of Naperville curbside trash and recycling collection will likely be going up next year, but the service could also be expanded to include electronic items and hazardous waste — if Naperville residents say they want them, officials said.

Naperville City Council members are expected to direct staff Tuesday to begin soliciting bids for residential solid waste, recycling and yard waste services in anticipation of the city’s garbage collection contracts expiring April 30, 2019.

Before a contract is awarded, an online survey will ask residents if they would be willing to pay for add-ons, such as front-door hazardous waste collection or curbside electronics recycling. Residents will also have the chance to weigh in on their preference for yard waste and leaf collection.

“Garbage pickup is one of those services that touches all our residents so we certainly, in knowing that, want to get their feedback and use that to drive our decisions,” said Linda LaCloche, spokeswoman for the City of Naperville. “You try to look at other communities, but there’s so many different variables. That’s why we’re going to try and do outreach to the community through the survey to see what their interests are.”

Haulers collect refuse and recycling weekly from approximately 42,000 Naperville households, according to city documents.

Naperville residents currently pay $10.28 per month for refuse and yard waste collection and $2.43 a month for recycling collection for a total of $12.71 a month for curbside service. The city’s cost for recycling has remained the same for residents for more than 20 years, and the cost for refuse and yard waste collection is below what comparable communities pay, according to city documents.

The city awarded the refuse and yard waste collection contract to Waste Management in 2014. Under the contract, collection items can include residential refuse, leaves, yard waste, brush, construction materials and large household appliances, with an unlimited number of garbage cans or bags allowed, city documents said.

Council members in 2015 approved a more than $10 hike in the residential garbage collection fee, raising the cost from $2 per month to $12.35 a month. The goal was for residents to pay the actual cost of the service rather having part of the expense covered in the city budget.
