LONDON (Scrap Monster) : The top trade association representing the UK Scrap Metal industry, the British Metals Recycling Association (BMRA) today called out to speed up the processing and issuing of the Scrap Metal Dealer’s license to benefit UK metal recyclers.  The local authorities of England and Wales have been notified by BMRA to speed up the process that has been taking too long. Due to the delay in processing the licenses, BMRA’s urgent need for enforcing the new Scrap Metal Dealer’s Act 2013 that came into force in December 1, 2013 has not yet been done successfully.

BMRA introduced the legislation last year to block the potential channels for stolen scrap metals, thereby enabling the law enforcement authorities to axe criminal activities. As per the Scrap Metal Dealer’s Act 2013, it is applicable to the local authorities of both the onsite and online scrap metal dealers in the industry. The recent survey on the processing of the license pointed out that so far only 60 % of the dealers have obtained the licenses within the last two weeks. The report also showed that about 40 % of the licenses are still remaining unissued from December 1, 2013 since the implementation of the Act. The Act instructs that the dealers are mandated to hold a scrap metal dealers license so as to run their business.

BMRA had scheduled the deadline for the submission of the application for issuing license on October 15, 2013. Despite the submission within the period, several scrap metal dealers have not yet received the license. According to Mr. Ian Hetherington, the delay in issuing the license is depriving legitimate traders from running their business as the rule prohibits conducting trades legally without the possession of the licenses. He added that the law is rendering loss of business for legitimate traders.

The new legislation poses a challenge for local authorities in implementing the act owing to the reducing resources and budgets. According to Hetherington, sufficient resources should be distributed so as to carry out the self-financing of the licenses.  The delay in issuing the license would enable illegal dealers to run their business without being unpunished.
