Baldwin County, GA Commissioners Approve New Solid Waste Contract

Baldwin County, GA Commissioners Approve New Solid Waste Contract

SEATTLE (Waste Advantage): A new solid waste contract was approved by members of the Baldwin County Board of Commissioners at a Tuesday night meeting.

Back in June, commissioners proposed an increase from $13.50 to $15 for residential garbage services by Advanced Disposal Services Middle Ga., LLC, but the fee increase was to take effect pending a new solid waste contract between the county and the company.

Residents will see the new rate increase on their next bill.

Under the previous contract between the county and the solid waste disposal company, there had not been a rate hike since 2009.

A 10.6 percent increase in the cost of service by the provider led to the need for some of that additional cost to be passed on to residents.

“The expense has gone up, and we have not offset that by an increased cost in rate, so where we’re at now is we’re losing about $14,000 a month,” Baldwin County Finance Director Dawn Hudson told commissioners during a June commission meeting. “We’re asking that we increase it just enough to break even and make up the deficit.”

The new five-year solid waste contract will run from Oct. 15, 2017 until Oct. 14, 2022.

Under the new contract, county commissioners and officials with Advanced Disposal Services Middle Ga., LLC “understand and agree that the current board of commissioners as presently constituted cannot bind future boards.”

In order to prevent future commission boards from being bound by the terms of the current agreement, “the parties to this agreement expressly acknowledge and agree that this agreement shall terminate automatically upon the expiration of 120 days from the date of swearing-in for a commissioner, whether an incumbent or newly-elected commissioner during the term of this agreement, unless the agreement is ratified by the new board of commissioners within 120 days of the date such new commissioner is sworn in.”

Baldwin County Attorney David McRee said he felt good about the provisions in the new solid waste contract.

A special committee met several times for more than a year with county staff members and discussed the need to increase the cost of garbage collection to residents, McRee said.

Under the contract, Advanced Disposal Services Middle Ga., LLC is responsible for providing a 95-gallon rollout cart to all residents within the county, and provide curbside collection of household garbage once a week.
